
SEC Proposes New Crypto Rules Offering Token Sale Exemptions
The US securities regulator has put forward rules that would give crypto projects a safe harbor from having tokens treated as investment contracts.

The US Securities and Exchange Commission has proposed a set of rules aimed at clarifying how digital assets are regulated, according to reporting from Cointelegraph and Decrypt.
Under the proposal, companies would gain a safe harbor that would keep certain tokens from being classified as "investment contracts," Cointelegraph reported. The rules would also introduce exemptions covering token issuance.
Decrypt reported that the measures would allow crypto projects to raise capital through token sales without completing full securities registration. The proposal additionally sets out a route for tokens to be separated from the investment contract designation.
Cointelegraph framed the move as coming in the absence of the CLARITY Act, legislation that would address crypto oversight. Decrypt characterized the proposal as a reversal from the regulator's earlier stance.
